Contingent Workforce Management Account Manager (Project Hire)
Job Summary:
The Contingent Workforce Management Account Manager is responsible for planning and oversight of the CWM operation including administration and compliance associated with company's standardized program. Interfaces with leaders, vendors, and candidates to help place and administer the contingent workforce. Provides best-in-class service to leaders, contingent workers, and vendors, including taking and filling orders, managing the contingent order life cycle, resolving problems, and utilizing data to inform decision making. Operating within company policies, the Account Manager exercises discretion and independent judgment in making decisions. Incumbent also facilitates cost-efficient supplier delivery of contingent labor services in balance with acquisition of quality talent.
Responsibilities:
• Build relationships with key CWM users and stakeholders within Disney businesses to understand business strategies and objectives in order to ensure all contingent worker requirements are met through the program.
• Collaborate with hiring leaders and vendors to source, recruit, interview, evaluate and place highly skilled Staff Augmentation/Agency Temporary professionals on a contract or contract-to-hire basis
• Process and fill requisitions by managing the contingent order life cycle in a timely manner, fully utilizing the company's vendor management system.
• Identify needs with managers, business leaders, and team members to thoroughly understand assignment requirements including skill, background, working environment, compensation, and budget.
• Assist management in writing accurate job/assignment descriptions so they are comprehensive enough for vendors to understand requirements and submit qualified candidates including refining candidate search criteria.
• Develop new positions for categories as needed including the development of role descriptions along with the respective bill rate ranges/rate cards in conjunction with CWM Program Office. Support the implementation of bill rate/rate card adjustments as required to support labor laws and/or market trends.
• Manage vendors in adherence to program objectives and vendor responsibilities, including expert sourcing, thorough assessment/screening and presentation of candidates. Provide vendors with ample feedback and direction to ensure success.
• Assist in activating, onboarding, extending and deactivating workers, including in SAP and IQN systems
• Partner with managers and stakeholders throughout the TWDC to support, educate and inform on policies and procedures involving the contingent workforce population.
• Assess requests for non-employees (i.e., Staff Aug/Agency Temps, Independent Contractors and 3rd Party Vendors/ Professional/Consulting Services and Outsourced Vendors) to verify proper classifications
• Provide advice and influence to appropriate decision makers regarding compliance, process, and best practices related to the contingent workforce.
• Conduct continuous monitoring to ensure full compliance with company policies and regulatory/legal requirements.
• Communicate in a timely manner to provide desired information for managers, contingent workers, vendors, and coworkers.
• Collaborate with team and stakeholders as required with projects supporting CWM operations, strategy and expansion.
• Leverage relationships and connections with CWM partners, hiring leaders, and stakeholder groups (i.e., S&P, Finance, Technology, etc), to ensure the collaboration and cooperation necessary for an effective and standardized company program
• Identify and resolve issues with strong emphasis on root cause analysis.
• Support Program Office with escalations of day to day issues relating to requests, sourcing and contract worker management, guidance on potential risks, and concerning trends.
• Along with CWM leadership, seek counsel from Legal and/or Employee Relations as appropriate to manage HR issues with contingent workforce.
• Troubleshoot to resolve the problems or complaints of managers and contingent workers.
• Manage exceptions to policies/processes/ standard pay/bill rate, coordinating approval of the business executive for the respective requesting manager and either Sr. CWM Account Manager or Director.
• Effectively manage vendors in accordance with CWM practices
• Manage relationships with suppliers and act as the day-to-day point of contact for issues and concerns, working alongside vendors to service managers
• Support the ongoing management of suppliers including performance oversight and bill rate strategy
• Mitigate risk by ensuring/verifying that suppliers comply with established regulations, policies, and processes
• Actively and intentionally stay current on emerging trends, requirements, and practices related to the contingent workforce management field
Basic Qualifications:
• Minimum 4 years' CWM, recruiting or procurement experience.
• Strong consultative and strategic capabilities, both with internal clients/colleagues and external vendors.
• Solid ability to command the attention and respect of hiring managers, HRBPs and vendors through expertise, collaboration, influence and communication
• Ability to effectively utilize systems and technology
• Efficient time management skills and ability to prioritize and effectively accomplish high volume of work requiring detail-orientation.
• Ability to travel occasionally to other satellite offices
• Excellent interpersonal, relationship building, and customer service skills with proven ability to contribute in a team environment
• Demonstrate initiative, self-motivation, and ability to balance autonomous work and team engagement
• High standard of accuracy, attention to detail, and follow up skills.
• Ability to problem solve and work proactively to anticipate issues
• Ability to maintain composure and productivity in a fast-paced environment; flexible and adaptable
Required Education
College degree or equivalent work experience
