Job Summary:
Overall responsibility for the development, implementation, and sustainment of the credit union's Leadership and Cast Member Capability Development programs. Lead the identification, creation and delivery of curriculum for people development programs that prepare and enable PFCU to meet its strategic plan and align with the business needs of the organization. Conduct ongoing learning needs analysis as well as assess Cast Member capabilities to ensure development strategy satisfies the business objectives. Create full cycle, multi-mode development solutions which include learning, knowledge sharing, competencies and career paths. Propose and communicate the credit union's annual training plan, budget, goals and staffing. Supervise training staff; measure the effectiveness of learning delivered through L&D industry practices.
Create a responsive learning architecture that allows for rapid development of learning content that is integrated and aligned with strategy and workflow. Oversee, administer and facilitate solutions including employee engagement and improvement strategy, leadership and employee development, team building, New Employee Orientation and Onboarding, change management solutions, career development strategies, and competency development.
Responsibilities:
• Draft and propose the annual training plan, budget, goals, and staffing levels.
• Assumes responsibility for the effective management of, compliance to and monitoring of assigned controls, policies, and procedures by self and the department.
• Manage training budget and development of related operating expense (OPEX) controls.
• Supervise, and provide direction and development for learning staff and Instructional designers. Assess instructional design soundness and effectiveness.
• Analyze, track and report the metrics which measure the training effectiveness of development programs.
• Partners with HR and Credit Union Management in identifying training and development needs
• Leverage needs assessments and other sources of data for learning needs analysis. Create programs that satisfy the needs of employees, overall competitiveness of the credit union, and that enhance member service in an ever-changing business.
• Effectively communicate with all levels of employees to ensure positive and clear understanding of capability development approach and solutions.
• Develop and acquire professional, cost-effective training resources that meet the needs of PFCU business within budget and schedule. Evaluate external programs and/or vendors. Integrate robust tools and techniques to maximize delivery effectiveness which may include web-based education, on-site platform training, distributed training, self-guided tools and new and evolving technology channels.
Basic Qualifications:
• 3 to 5 years of relevant work experience
• Proficiency in Microsoft Office (Word, Excel, Outlook)
• Excellent Written and Oral communication skills
• Knowledge in Levels of Learning Measurement
• Leadership and management experience
• 3 years of minimum experience in managing a staff or leading initiatives required
• 3 years of minimum experience in designing and implementing capability development initiatives required. Experience in change leadership, growing talent, leader and non-leader development and multi-channel delivery preferred.
• 3 years of practitioner experience that includes conducting needs analysis, instructional design, content facilitation, training program administration, curriculum development, and training evaluation required
• Familiarity with federal and state labor laws.
• Prefer two years of Organizational Development experience
