Within the Program Management Office (PMO), the Sr. Manager is responsible for supporting the execution and development of PMO program governance processes, metrics and measurement to ensure best in class approach to program delivery. The incumbent will support PMO governance initiatives aimed at creating consistent operating model and driving efficiency and quality. They will also contribute in improving overall maturity both in process and toolsets as well as supporting the PMO intake and Project Review Board.
• Responsible for establishing, refining and enforcing governance processes, policies and reporting related to governance and oversight of the global technology portfolio of projects
• Ensure PMO processes are aligned to the organizational annual strategic planning process
• Define, manage, direct the daily execution of the PMO work effort
• Partner with the Business and Finance to understand and determine project resource needs and capacity planning
• Provide input into Business cases and realization of expected proposed project benefits/ROI
• Manage a team of 5 Agile coaches deployed globally as well as 5 Associate Project Managers dedicated to PMO Project Intake and Project Review Board
• Regularly evaluate and implement opportunities to improve project management best practices
• Lead, direct, and be accountable for the overall governance of complex projects directly affecting the organizations strategy to meet technology and business requirements on-time and within budget
• Work with reporting team to ensure project data analytics are built to sufficiently give insight into compliance with standards, overall project performance and coaching assignments
• Establish professional standards for project management - using industry innovations, best practices, standards, methodologies, and key performance metrics to drive continuous improvement
• Provide timely feedback via Project Review Board when new projects come up for review
• Cultivate professional relationships with key organizational leaders, based on trust and respect and act as a change champion
• Create organizational credibility with respect to all project management deliverables and process efficiencies by instilling the culture of execution, operational excellence, and accountability for outcomes
• Identify and prioritize organizational opportunities based on capacity data
• Oversee and govern PMO tooling including JIRA, Confluence and Workfront
• Stakeholder in quarterly planning process and ensure projects go through Intake Process prior to PI Planning and that the outputs of PI Planning are captured in the systems
• Provide leadership in terms of evaluating and reporting coaching metrics to continually drive and measure quality
• Coach resources as Subject Matter Expert in DevOps, Agile, Six Sigma and Waterfall methodologies
• Contribute to the evolving maturity of Agile in the enterprise and look into innovative ways to continue to mature the PMO (DevOps/TDD)
• Apply risk management assessment in project planning / ongoing execution and resolves issues and conflicts associated with management of multiple complex high-priority projects
Basic Qualifications
• Minimum 8 years project management experience including management of large complex projects with multi-million dollar budgets and large teams of resources
• Stong knowledge of Excel and highly skilled in PowerPoint and Microsoft Visio
• Knowledge of Jira, Workfront, Confluence, Excel and other Project Management Software Tools
Additional Qualifications
• Bachelor’s Degree highly preferred
• MBA preferred
• CSM/CSPO preferred
• PMP is preferred
• Experience working in a highly matrix environment across many different businesses
• Experience with governance processes and metrics
• Excellent interpersonal and influencing skills and ability to work with all levels of leadership, management and staff, both business and technical, as well as customers and vendors
• Excellent verbal and written communications skills complemented by solid business and technical background, and keen interest in business operations, process improvement, and change impact
• Demonstrated experience in working with diverse business groups and IT Leadership
• Demonstrated experience in financial management principles as they relate to project management and delivery of a business case
• Proven ability to influence and lead cross-functional teams in an environment of competing interests and limited resources
• Expert problem solving skills and the ability to work collaboratively with other departments to resolve complex issues with innovative solutions
• Demonstrated experience with project management methodologies such as Agile and Waterfall as well as a solid understanding of the Project Management Body of Knowledge (PMBOK) concepts
• Able to influence across virtual teams and disparate stakeholder groups
• Strong knowledge and passion about Agile principles and practices - solid foundation and expertise to offer in this role
• Exceptional analytical and project leadership skills
• Excellent communication and interpersonal skills with all levels of the organization
• Proven ability to lead and work through others without direct reporting relationship to achieve business goals utilizing persuasion and influencing skills
