POSITION
Assistant Director, Human Resources
DEPARTMENT
Human Resources
Reporting to the Director, Human Resources this is a re-imagined position developed to lead several organizational effectiveness initiatives within LCPA. Additionally, this position will assume primary responsibility for employee relations matters.
PRIMARY RESPONSIBILITIES
• Serve as a lead Human Resources representative for employee relations and discipline matters for both union and non-union represented staff.
• Analyze, develop, and implement training and learning programs for staff, inclusive of leadership development, career coaching, and talent development.
• Coach and collaborate with managers, helping them to better lead and develop their teams.
• Partner with department heads to establish paths for succession planning and retention programs.
• Partner with the Director, Human Resources to develop a compensation philosophy.
• Guide and participate in the execution of LCPA's Diversity, Equity, and Inclusion (DEI) Plan.
• Develop, administer, and analyze surveys relating to culture and provide best practice recommendations on change.
• Assess current performance review process and recommend best practices across similar industries. Roll-out improved performance review process.
• Serve as a resource to department heads on Human Resources compliance matters; ensure that all HR compliance and legal requirements that need to be met are identified, tracked and executed on.
• Provide support in other areas of Human Resources, such as benefits, HRIS, and recruitment, as directed.
• May manage 2-3 Human Resources professionals.
QUALIFICATIONS
• 7 to 10+ years of progressive Human Resources experience directly within organizational effectiveness/development.
• Skilled at managing complex employee relations and investigatory matters within both union and non-union environments.
• Superb verbal and written communication skills. Ability to convey information in a clear and concise manner.
• Demonstrated experience developing and implementing training and learning programs from scratch.
• Ability to interact effectively and discretely/confidentially with staff and leadership.
• In-depth experience providing guidance on DEI initiatives.
• Expert knowledge in city, state, and federal employment law.
• Excellent judgment and decision-making skills. Ability to offer creative and solutions; a true solutions-finder.
• Ability to work both independently as well as part of an integrated team.
• Bachelor's degree or equivalent combination of education and experience.
