Director, Talent (Acquisition, Training & Development)

We have offices in Los Angeles, New York, Washington D.C., and London.
ICM Partners is seeking an influential and experienced HR leader to partner with the CHRO to direct and optimize the Agency’s talent acquisition, training, and development functions. This role will be responsible for delivering best in class talent acquisition programs and services as well as shepherding Agency wide employee learning and development programs and training.
Job Description
• Manages and directs the talent acquisition function by implementing best in class recruitment practices and programs
• Responsible for creating meaningful headcount planning practices, including by developing the process and accompanying framework and structure for use across the Agency
• Works closely with Finance and Legal departments related to Talent Acquisition efforts and workforce planning
• Responsible for generating and maintaining recurring Agency-wide reporting related to headcount, internal mobility, and turnover
• Maintains compliance with all applicable federal, state laws and Agency policies in the furtherance of job duties
• Reviews and optimizes Agency placement practices in partnership with the HR team and Agency leadership to determine position requirements in support of business needs
• Owns and manages Talent Acquisition special programs such as the annual Internship Program, College Recruitment drives, rotational programs, and the like
• Oversees new employee orientation and the on-boarding process to provide an excellent candidate experience and a productive transition into the Agency
• Manages all processes governing internal mobility (both lateral and upward) for existing employees
• Recommends human resources programs that promote a higher level of morale, increases employee engagement, fosters retention of top talent, and drives improved productivity consistent with growth objectives
• Responsible for ongoing training and development initiatives and programs, including the Agent Training Program, Assistant Training Program, and others
• Provides coaching to employees and managers at all levels on a variety of topics
• Partners with other members of HR leadership to manages a process of organizational development by collectively evaluating organization structure, job designs, and implementing succession planning to ensure continuity for critical roles and functions
• Responsible for generating and analyzing key HR and TA metrics (turnover, exit interviews, days to fill positions, cost per hire) and utilizing the data for process and other service level improvements
• Responsible and accountable for providing ongoing reporting related to key HR competencies
• Responsible for managing direct reports, as assigned
• Focuses on Diversity, Equity, and Inclusion as a key underpinning to the core competencies of the role (Talent Acquisition and Training/ Development)
Qualifications
• Bachelor’s Degree. Master’s Degree/MBA strongly preferred.
• 10 years of experience in Talent Acquisition and Training/Development related work required
• 5 years of general HR experience
• Prior management experience required
• Experience developing learning resources and services
• Ability to influence, think proactively, and function independently
• Demonstrates a high level of tact and diplomacy; consensus building
• Demonstrates aptitude in data-driven decision making
• Strong analytic skills and the ability to think strategically and programmatically
• Ability to develop quick turn-around, practical recommendations based on data and research to inform strategic decisions in a fast-moving environment
• Excellent oral and written communication skills, with the ability to communicate complex information in an approachable manner
• High EQ / interpersonal skills and the ability to work well across multiple functions and with employees at all levels
• Good organization skills with the ability to manage heavy workloads and multiple tasks
