Job Summary:
The Director of Benefits will develop and administer employee benefits programs, including but not limited to, health and welfare, wellness, disability, life insurance, as well as retirement programs. This role will manage the Benefits department and will be responsible for the competitiveness and cost effectiveness of the company's benefit programs. The Director will ensure regulatory compliance across all benefit programs.
- Responsible for analyzing, designing, and implementing benefit programs on an enterprise-wide basis which impact employees across various levels (executive, exempt/non-exempt, union, etc.) and state locations.
- Evaluate and compare existing company benefits with those of other employers by analyzing other plans, surveys and other sources of information. Plan, develop, and/or participate in area and industry surveys. Analyze results and develop specific recommendations for review by management.
- Analyze and report on benefit enrollments and provide reports on employee participation.
- Provides advice on day-to-day operations, reviews system benefits setups, processes and streamline administrative operations.
- Ensure through audits, reports, and personal contact that company benefit programs are consistently administered in compliance with company policies and government regulations.
- Partner with HRIS, IT, and Payroll to ensure that the union and administrative retirement benefits are properly set up in a Workday environment.
- Recommend classes of eligible employees for new or modified plans. Develop census data and solicit insurance companies for quotations. Evaluates quotation and makes recommendations to management. Develop company cost information for new plans and make premium cost share recommendations to management.
- Install approved new plans or changes to existing plans by drafting written communications and enrollment materials, plan summary documents, and other media for communicating plans to employees. Ensure receipt of documents and process changes with vendors. Advise and counsel management and employees on existing benefits.
- Assure company compliance with provisions of Employee Retirement Income Security Act and The Affordable Care act. Supervise preparation of reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Service, Department of Labor, insurance commissioners, and other regulatory agencies. Review and analyze changes to state and federal laws pertaining to benefits, and report necessary or suggested changes to management. Coordinate company benefits with government-sponsored programs.
- Handle benefits inquiries and complaints to ensure quick, equitable, courteous resolution. Maintain contact in person, and by phone or mail, with hospitals, physicians, insurance companies, employees, and beneficiaries to facilitate proper and complete utilization of benefits for all employees.
- Manage all benefits staff, including performance management and hiring of employees within the department.
