Description
Job Summary:
The Project Portfolio Manager is responsible for managing the Information Technology (IT) Project Portfolio and assigned projects in adherence to the global IT Project Management Office (PMO) standards and methodologies. He/she will conduct portfolio-wide analysis, project scoring and advise on project/program pipeline and delivery while ensuring their respective projects are effectively managed.
Responsibilities include reviewing project priorities, strategic alignment, dependencies, risks, capacity, governance, forecasting, and monitoring for quality and timely execution of project delivery. He/she will provide service, support, and administrative functions to aid the PMO improvement and ensure to the PMO processes and procedures.
This individual will work closely with the head of PMO, IT Leadership and Project Managers (PM's) to capture/evaluate lessons learned across the IT portfolio and provide feedback to implement improvements that mature the project, program and portfolio management (PPM) processes. He/she must have strong project and portfolio management skills along with the ability to harmonize and rationalize disparate global IT PPM processes into standardized PMO solutions.
Job Functions:
Portfolio Management:
• Pipeline Management: Partner with the head of PMO to manage the project pipeline/intake including vetting project objectives, facilitating the project scoring/prioritization based on strategic plan, budget and resource impact.
• Budget Management: Partner with IT Finance to ensure PMO and Finance projects are in sync and that there is full adherence to the IT Finance policies for budget approvals and tracking. Partner with Finance for project financial planning and forecasting including the annual planning, analysis, and support.
• Resource Management: Partner with PM's to ensure projects resourced to deliver projects and identify resource or demand concerns. Monitor alignment of prioritized projects against resource capacity and partner with delivery teams to assist with balancing capacity and demand. Ensure resource issues are communicated.
• Portfolio Management: Partner with the head of PMO to review the portfolio and partner with IT executive management to determine if projects can be combined, executed, deferred or cancelled.
• Support: Collaborate with PM's to ensure adherence to all stage gate requirements from inception through closure, including project health. Work with PM's to mitigate risk for project scope, schedule, budget, and dependencies.
• Reporting: Designs, develops, analyzes and reports on critical portfolio metrics. Update IT teams on upcoming projects and ensure resources are in place to support all initiatives. Act as primary liaison between the PMO and PM's, IT Leads and other stakeholders to define, plan, and assess the IT investment portfolio mix and upkeep.
• Meetings: Lead PMO meetings including Intake, Project Status, Portfolio Review, or Dependency meetings.
• Lessons Learned: Evaluates lessons learned at the portfolio level to ensure key projects have lessons learned identified which are reviewed and converted into actionable items and improvements. Lessons learned and improvement recommendations should be tracked and communicated to IT management, including PM's.
Project Management:
• Lead small-med projects and/or support med-large initiatives for Infrastructure, Applications, and PMO teams.
• Manage project scope, schedule, quality, resources, risks, issues and dependencies.
• Provide quality PMO services to all IT teams while ensuring compliance to the PMO processes.
• Regularly monitor project performance and communicate impediments affecting project health.
• Identify and escalate project risks and impediments and define mitigation actions for same.
• Facilitate meetings and working sessions for improved transparency and issue resolution.
• Other duties may be assigned; may require some supervisory responsibilities in this position.
Job Requirements:

• Experience managing or supporting Infrastructure or Application projects.

• Communicates effectively with management, peers, including technical and non-technical individuals.
• Excellent organizational skills including attention to detail and multi-tasking.
• Familiarity with various project frameworks (Waterfall, Agile, Scrum, LEAN, Kanban, PRINCE) a plus.
• Experience in MS Office Products (Outlook, Excel, Word, Visio, MS-Project, SharePoint, and Power Point).
• Experience in a global business environment preferred.
Experience:
• Minimum of 2 years of experience in a Portfolio Management role.
• Minimum of 5 years of experience in a Project Manager or PMO support role.
• Minimum of 5 years of experience in resource, dependency, or financial management.
• Experience managing an IT Portfolio of 50 active projects with shared/matrixed resources globally.
• Experience concurrently managing 3 projects in a matrixed or non-matrixed organization.
• Experience managing Infrastructure Operations or Security projects a plus.
• Background in Media and Entertainment industry preferred.
Education:
• Bachelor's Degree or higher; equivalent experience may be considered.
• Certification in Project Management, PMP, Portfolio Management, PfMP, or PRINCE II a plus.
• Knowledge of the PMI-Project Management Body of Knowledge (PMBOK) a plus.
