GENERAL INFORMATION
This position is with the Oregon Governor's Office of Film and Television located in Portland, Oregon. The Film and Television Office works to develop the film, television and digital media industry in Oregon by recruiting out-of-state production companies to use Oregon as a location for productions, encouraging permanent relocation of film and television related companies, and assisting in the development of Oregon's indigenous film industry. The Office also develops and promotes various industry-related events, as well as educating the broader business, financial, and political community about the industry.
TO QUALIFY
You must have five years of progressively responsible experience in the film, television, or digital media industry or in a closely related field, with at least two years experience in a management position with duties including development of program policies and procedures, long and short range goals and plans, strategic planning, program evaluation and budget preparation.
A Bachelor's degree in Communications, Film, Business Administration, Management, Public Administration or a closely related field.
Preference may be given to applicants with a working knowledge of the film industry relating to locations, film regulations and physical production, as well as previous governmental relations experience and familiarity with Oregon.
DUTIES AND RESPONSIBILITIES
The Executive Director manages the Oregon Governor's Office of Film and Television and serves as Executive Officer to the Governor-appointed Oregon Film & Television Office Board of Directors. The Executive Director is hired by and serves at the pleasure of the Board.
Duties include:
Provides overall leadership and vision to foster development of the film, television and digital media industry in Oregon. This involves strategic planning on behalf of the Office and industry as a whole by identifying industry trends, developments and opportunities and execution of such plans.
Manages operations of the Oregon Film & Television Office including strategic planning, managing $575,000 annual budget, and personnel management. Also provides testimony to the Oregon Legislature on Film Office activities and budget.
Administers both the Oregon Production Investment Fund and Greenlight Oregon Labor Rebate production incentive programs. Duties include marketing and executing the tax credit auction portion of the Oregon Production Investment Fund.
Consults and advises production companies, producers and other production executives on location and permitting information as well as on a variety of complex business and legal issues relating to film and television production in Oregon.
Develops or participates in development of local, state and federal governmental policies relating to the industry, including issuance of permits, insurance, liability issues and business practices.
The Director is responsible for dispute resolution and problem solving in the context of specific productions as well as policy development and execution.
Develops and executes strategic marketing plans to promote Oregon as a location for filming. Also conducts direct sales calls to production companies and executives to market Oregon as a filming location.
Serves as spokesperson for the Film and Television industry in Oregon, including giving interviews to television, radio and newspaper outlets and public speaking engagements with industry associations, chambers of commerce and other business and political organizations.

1. The Executive Director is responsible for overall management of the Office, as well as providing leadership for the industry as a whole. Describe your experience in managing agencies or companies and in providing industry leadership, including developing strategies to assist in the growth of the industry, and evaluating areas such as financing, distribution, development of workforce, international issues and new technology.
2. The Executive Director will be responsible for establishing and maintaining effective working relationships with production personnel, local, state, and federal government officials including the Oregon Legislature, and representatives of private organizations in situations that frequently involve conflicting interests and pressure of deadlines. This requires thorough analysis and judgement of the problem, the parties involved and the potential impact of various options in developing a solution. Describe what experience you have in a similar situation demonstrating your skills in (a) serving as liaison between public agencies and private groups, (b) public relations, (c) problem solving, (d) dispute resolution, and (e) meeting deadlines.
3. The Executive Director must make decisions regarding the marketing efforts of the Film and Television industry in Oregon. Describe your experience in developing marketing plans, including identifying target audiences, developing a creative approach to reach them, and deciding how to best spend limited marketing dollars.
