The Board of Directors of Pike TV, Inc., located in Pikeville, Ky., is seeking a Chief Operating Officer (COO) for PikeTV, a local government broadcasting organization jointly created by the City of Pikeville and the Pike County Fiscal Court. The cable channel serves the governments of Pikeville and Pike County, the Pikeville Medical Center, and the University of Pikeville. A board of directors established by these entities governs the channel. The channel offers quality government, educational and community events of interest programming on two cable television systems serving the citizens of Pikeville and Pike County. The coverage extends to adjoining counties and even into Virginia and West Virginia. The total population served may approach 100,000 people and hundreds of businesses. The channel also serves as an integral instructional and practical learning component within the university's Film and Media Arts curriculum. The University offers most, if not all, of the skill sets required in the video, documentary, and radio communication fields. As part of the college's FMA curriculum, the students will produce many of the programs which will be presented on the channel. The COO will advise, and to a certain degree assist, the faculty of the University of Pikeville with this instructional practical learning program.
The COO will report directly to the Station Manager, Al Greenfield. The Station Manager presently has ultimate responsibility for overseeing the operations of PikeTV and reporting to the Board of Directors. It is anticipated that Mr. Greenfield will, at some time in the future, relinquish the position of Station Manager.
The COO's key responsibilities include operations, production, planning and working with the University of Pikeville's Film and Media Arts program as a hands-on laboratory for the students enrolled in this program. This person must lead and inspire others, manage a team effectively and oversee the production of quality programming that will increase citizen access to governmental meetings and provide informative television programs of interest and value to residents. The manager will also serve as an advisor to the university as it develops curriculum that continues to expand the FMA program.
PikeTV shares a studio with the University of Pikeville and a commercial cable television station, Eastern Kentucky Broadcasting Company (EKB). The studio is located on the campus of, and owned by, the University of Pikeville. The COO will cooperate with these two entities and work within the guidelines and policies incorporated in the bylaws of PikeTV.
Responsibilities of the COO include technical and program operation, supervision and management of full time studio production personnel in cooperation with the other entities sharing the studio, the development, in consultation with the Station Manager, of the program schedule of PikeTV, provide development and training in conjunction with the University of Pikeville's FMA program, work with a diverse constituency to produce quality programming, including public meetings, community and educational programs, emergency information, school events and sporting events, keep informed of trends, issues, events and developments within the public access field, and other job duties that may be assigned by the Station Manager
Desired Knowledge/Skills
Extensive knowledge of the cable and public access television field.
Experience in field and studio video production, operating rules and procedures, the use and maintenance of production equipment and varied modes of cable-cast and other dissemination technologies.
Excellent verbal, written and public speaking communication skills.
Work experience with local government agencies, educators and community groups.
Education/Experience
A bachelor's degree in communications, video production or a related field.
A minimum of five years of supervisory, managerial or administrative experience in the public access field, or in related areas of community media, public administration or arts.
