Network Operations Center (Noc) Supervisor
Overview:
NPR Distribution manages the Public Radio Satellite System® (PRSS), the distribution network through which more than 450,000 hours of news, music, and specialized audience programming are delivered every year to more than 1,600 public radio stations throughout the United States who reach 95% of the U.S. population.
Role
The NOC Supervisor supervises technical operation of the 24/7/365 Satellite systems and Network Operations Center (NOC) associated with distribution daily operations, including help desk. The Supervisor is responsible for ensuring uninterrupted system operations and successful implementation of any required fixes and/or enhancements. S/he supports the Operations Manager by assisting with system improvements and new processes by implementing changes in the NOC and training NOC Technicians. S/he assists in the ongoing system maintenance activities for ensuring health and viability of the satellite systems and NOC. The position will supervise the NOC Technicians and the NOC Specialist.
The position will report to the Senior Manager, Distribution Operations.
Essential Duties Include:
• Supervises daily technical operations of Satellite and NOC systems, ensuring uninterrupted system operations in support of users / customers, as well as ongoing customer support via help desk. Maintains working knowledge of all technical aspects of NOC operations and systems including but not limited to: satellite uplinks, RF transmission systems, stream and file delivery systems, and telecommunication networks.
• Supervises and provides leadership to Operations staff, assigning ongoing tasks and goals related to technical operations. Administers periodic formal and informal reviews.
• Partners with the NOC Manager in creating and updating operating policies, procedures and related performance metrics for the Operations unit. Adapts procedures as required to reflect ongoing evolution of ContentDepot technology platform and associated features and functions and implements changes to NOC staff.
• Assures that procedures are correctly followed to meet the distribution system’s needs for highest technical quality and customer service.
• Identifies and resolves problems that may impact public radio systems 24/7 daily operations and/or project delivery by monitoring system performance and escalates important issues to the attention of the Senior Manager, Operations and key staff across various departments
• Serves as a departmental liaison for stations, program distributors, and the corporate Information Technology and Telecommunications units
• Determines work flow and staffing requirements within the NOC and develops technician work schedules to meet those requirements. Authorizes overtime hours, as needed, to fill schedule requirements.
• With the support of the NOC Manager and Senior Manager, hires, onboards, and trains new staff on processes, procedures and/or operational systems.
• Other duties as assigned
Qualifications:
Education: Associate degree or a combination of education and experience. Bachelor’s degree in a broadcasting-related field desirable, including computer coursework.
Required Skills and Experience
• 3 years broadcast technical ops experience required. Experience in public broadcasting and/or broadcast network technical operations preferred.
• Proficiency in computer operations and programming required. Experience with Microsoft Office word processing, spreadsheet, and database computer applications highly desirable.
• Demonstrated knowledge of audio and data transmission theory and practice.
• Experience in supervising staff, with duties including scheduling, performance evaluation, disciplinary action, and resource planning. Supervising union staff preferred.
• Demonstrated experience in managing and coordinating resources of a broadcast network’s master control facility or a technical facility of comparable complexity.
• Ability to effectively communicate to t management and business sponsors the status of projects and issues as they relate to the development process.
• Familiarity with emerging standards of computer audio storage and transmission.
• Demonstrated ability to communicate well with others on technical and non-technical subjects in both written and oral form.
• Ability to identify goals, set priorities, and meet objectives with minimum supervision
• Ability to effectively handle multiple assignments. Display self-confidence, knowledge and be a quick study.

• A high level of professionalism and outstanding business judgment.
• Since the majority of this job involves electronic communications, the incumbent may be asked to work at flexible locations. Travel, both out-of-town and in-town will be required. Incumbent should expect approximately two out-of-town trips per year to vendors, radio stations or trade shows requiring use of airports and railway stations and handling of luggage with the assistance of taxi drivers and skycaps.
